The allegations include fraudulently charging for a service not provided to those seeking help in recovery, submitting false information on an application submitted to Medicare, and filing fraudulent prescriptions. According to authorities, these actions cost health insurers over 15 million dollars.

Recovery Connection Centers of America, which operates in Rhode Island and Massachusetts, was investigated by the Department of Health and Human Services and the Office of the Inspector General in conjunction with the FBI. The charges were announced by U.S. Attorney Zachary Cunha, who claimed that the company would bill the government for services that it did not deliver, thereby cheating a vulnerable population looking for help.

Michael Brier, the operator of Recovery Connection Centers of America, Inc., was charged with healthcare fraud, aggravated identity theft, money laundering, and obstruction. On Thursday, Brier was arraigned on the charges and ordered to surrender his passport and wear a GPS monitoring bracelet. In addition, prosecutors said he is a flight risk because he owns property in Panama and has previously violated court orders. He must also refrain from being involved in any aspect of his business and avoid all employees, clients, and witnesses. The judge said Brier would face immediate jail time if he violated any of those conditions.


Mi Ok Bruining, a supervisory counselor with Recovery Connection Centers of America, Inc., was also charged with healthcare fraud. The government alleges that the actions of Brier and Bruining defrauded health insurers out of millions of dollars.


The Recovery Connection Centers of America serves more than 1,600 patients in Rhode Island and Massachusetts. The government is looking to seize two buildings and two luxury vehicles that were acquired through the alleged criminal conduct, as well as 13 bank accounts.

“What makes the fraud scheme that we have charged today particularly pernicious – is that not only was this scheme, as we allege, designed to defraud by enriching these defendants with federal and private healthcare dollars they did not earn but that in the process it cheated a vulnerable population of recovery patients out of the full, genuine support and treatment that they need to have a chance at recovery,” said Cunha.
